Menstrual panties reimbursement: where are we?

[In recent weeks, in recent months, the news concerning the reimbursement of menstrual underwear is constantly evolving. We make sure to provide you with the most recent information. If, despite this, we have missed some information, we apologize!

Perhaps you have heard of this bill: the reimbursement of menstrual panties for 12-25 year olds ! More specifically, since March 2023, there has been talk of reimbursing the reusable sanitary pads for all young women and girls under 25 in France. Please note, we are talking here about the reimbursement of washable sanitary protection such as the cup and panties and not the towel and for. 

This measure would be a concrete response to the menstrual povertyThis decree would particularly benefit teenagers in the middle of puberty who are experiencing their first periods to equip themselves, but also students who often have a very limited budget! 

Sanitary protection reimbursed and free, where are we? Washable towel, pair of period panties or period cuts, where are we in terms of their support and reimbursement? 

What are the protections? washable and reusable periodicals reimbursed by social security? What are the hygiene solutions reimbursed by mutual insurance companies and insurance companies in France? Are we obliged to make our purchases in Pharmacy to benefit from this measure? 

What are the reusable menstrual product brandss eligible in pharmacies and recognized by Social Security? What is the system put in place in workshops ?

💰 Menstrual insecurity: let’s talk about it! 

Having your period can be expensive! price of menstrual and hygienic protection represents a certain budget for many teenage girls and young women. 

Some studies, such as those published in the world don't stop at the simple price of periodic protection, but also calculate all the additional expenses around what menstruation generates: 
- potential painkillers; 
- hot water bottles; 
- heating belts and any other device in case of Painful periods are the worst ;
- some studies also count panties, underwear, clothes, pajamas or even sheets that are accidentally stained by menstruation and that must be washed / changed / thrown away. 

💰 Menstrual panties refund: for 12-25 year olds

What does the law say in France? Just like the pill, the pwashable menstrual protection (including menstrual cups and menstrual underwear) is reimbursed by Social Security only for women under 26 years of age. 

To benefit from free reusable menstrual protection, you must: 
- to have Less than 26 years old ; 
- have a mutual health or be a beneficiary of the Complementary solidarity health (C2S); 
- another condition, the purchase of periodic protection must be made only in Pharmacy. However, no prescription is necessary. 

For insured persons under 26 years of age, theHealth Insurance supports 60% menstrual protection (menstrual cup, washable panties or towels). The remaining 40% can be taken into account by their Complementary Health (mutual or insurance) depending on the guarantees and the contract taken out. 

For women benefiting from the C2S, support is 100%. 

However, this law was due to come into force on September 1, 2024, but no definitive list of products or the exact terms have been published or known yet (March 2025). 

Warning: Nothing has been finalized yet. Some brands may misrepresent their claims and lead you to believe that your period panties are refundable. Beware!

💰 Criteria and brands

Not all brands will be eligible for reimbursement. The planned system imposes numerous criteria on menstrual product brandsThis is in order to offer users products of impeccable quality.

Scotland legislated in August 2022 to make tampons and sanitary towels available free of charge to all women. The government had already allowed Scottish high school and university students to have tampons and sanitary towels free of charge at their place of study from 2018. 
Some states in the US put in place sanitary protection available free of chargeThis is the case in Ohio where menstrual protection is offered in the toilets. 

💰 And what about complementary and mutual health insurance in all this? 

If France plans to refund sanitary panties via social security by relying on complementary health insurance, you should know that several mutual health insurance companies already offer reimbursement for one or more periodic protections per year. 
The reimbursement depends on the contract taken out. It may be menstrual panties,a cup of rules or of absorbent cloth towels. The terms vary from one contract to another. Do not hesitate to inquire with your advisor or to carefully reread the contract you signed. 
Once the purchase is made, simply send your invoice to your provident insurance or your mutual insurance company so that it reimburses you. Nothing could be simpler! 

Good to know: very often we do not know all the terms of the contracts we sign! In addition to partially or fully supplementing the reimbursement of our health costs, mutual insurance companies can agree to cover some of our more incidental costs such as contraception (which is not always fully covered) or condoms!
